Distance Education Office
The Distance Education Office (formerly the Center for Applied Research in Interative Technology, or CARIT) has been reorganized and placed under the direction of Instructional Technology, which also includes Instructional Resources and the Faculty and Staff Technology Development Center (FAST). The office, located in Bacon Hall 122, will report to Ted Schmidt, interim director of instructional resources. The Web address is www.buffalostate.edu/offices/disted.

Melaine C. Kenyon was appointed in April as the coordinator for distance education. She comes to Buffalo State from the University at Buffalo's Millard Fillmore College, where she developed online courses and programs. Kenyon's responsibilities include:

  • coordinating distance-education activities on campus;
  • administrating the new Blackboard CourseInfo system (used for Web-enhanced courses and online learning);
  • assisting faculty in placing course materials on the Web via Blackboard;
  • working with the FAST Development Center to provide training workshops on transforming campus courses to online courses, including online material for seated classes;
  • assisting faculty and students in the use of distance-education technology.

FAST Development Center Support
The Faculty and Staff Technology Development Center (FAST) offers year-round assistance with Web page creation and design to faculty and staff.

For assistance with Claris Home Page, Netscape Composer, Hot Metal Pro, Photoshop, converting Microsoft Office documents to Web format, or scanning, contact Paul Reynolds at ext. 3361 or reynolap@buffalostate.edu.

For assistance with Dreamweaver, Acrobat, Director, graphic images, scanning text, OCR, or converting documents to PDF, contact KimMarie Markel at ext. 6676 or markelk@buffalostate.edu.

For assistance with integrating course materials using Blackboard CourseInfo, the Web-based course management system, contact Melaine Kenyon at ext. 6829 or kenyonmc@buffalostate.edu.

Beginning Monday, October 2, two student assistants will be available for on-site visits to help faculty and staff create and edit ADA-compliant Web pages. Theresa Shepard will work 9:00 a.m.–1:00 p.m., Monday through Friday, and Ian Barulich will work 1:00–5:00 p.m. on Mondays, Wednesdays, and Fridays.

Alive & Well: Faculty/Staff Wellness Program
The Alive & Well Program is an employee wellness program that began at Buffalo State in 1994. Wellness is defined as a state of health that goes beyond the absence of disease or illness. It embraces the concept of prevention to achieve optimal health.

The program is available to all employees of Buffalo State. Most programs are free. The following are upcoming fall events. A complete listing of programs also was sent to all faculty and staff via e-mail.

CSEA-LEAP Tuition Benefit Program

Graduate Student Employee Health Plan Open Enrollment
The annual open enrollment period for the SUNY Graduate Employee Health Plan (SEHP) is August 15–September 28.

Eligible graduate assistants who did not enroll in SEHP previously may do so during this period. Students without a qualifying event who do not enroll during this period must wail until fall 2001.

Receipt of Legal Papers
SUNY Counsel's Office advises that all college offices should be notified of the procedures to follow regarding the receipt of legal papers of any kind by a campus employee. Accordingly, Buffalo State's procedures are as follows:

The associate vice president for finance and management/comptroller is the college's official liaison to the Counsel's Office for the receipt of legal papers served on the college, the notification of the affected area of the college (required to respond), and the decision about who should notify SUNY counsel, the attorney general, or other parties. When legal papers of any kind are served upon a campus employee, the campus liaison should be contacted immediately, and the papers forwarded to the liaison.

If the associate vice president for finance and management/comptroller is unavailable, the referral should be made to the associate vice president for human resource management. If that individual is unavailable, the referral should be made to the assistant vice president for finance and management.

This procedure is especially important when legal papers request personnel files or information about students. Various legal rights, such as those afforded by FERPA (Family Educational Rights and Privacy Act), the Personal Privacy Protection law, and collective bargaining agreements, are involved in such situations.

United Way Day of Caring
Eighty members of the Buffalo State community participated in the United Way Day of Caring on Wednesday, August 16. The annual event serves as the official kickoff to the United Way Campaign, and this year united more than 6,000 area volunteers for numerous community projects. Buffalo State volunteers were assigned to projects across Western New York. Workers painted rooms at Child and Family Services of Erie County, interacted with preschoolers with communication disorders at Buffalo Hearing and Speech Center, cleaned up and planted at Front Park for the Buffalo Olmsted Conservancy, and gardened and cleaned at the Western New York Developmental Disabilities Services Office.

Carriage House Guest Facility
The Carriage House on the grounds of the president's residence, 152 Lincoln Parkway, is available as a temporary lodging facility for campus guests, such as speakers, trustees, the chancellor, candidates for faculty or staff positions, or consultants. The facility, restored and refurbished in 1998, is offered at a nominal cost and can save departments the expense of housing guests in area hotels. It is hoped that the accommodations will provide a unique Buffalo State experience.

Because it is on the grounds of the president's residence, which serves as both the president's home and as a facility for college events, the Carriage House may not always be available for use as guest lodging. Its use is subject to final approval of the president.

Requests for reservations will be taken on a first-come, first-served basis. Departments must complete the Carriage House Reservation Form and secure all necessary signatures. A reservation will not be considered final until the form is completed and all required copies have been distributed. The host department will receive a copy of the completed, signed form as a confirmation of reservation. Please allow at least 10 days for processing. Departments may call the Events Management Office at ext. 6114 to determine if the Carriage House is available for a specific date, but a reservation may be made only through completion and approval of the form.

The cost for use of the Carriage House is $25 per night and will be charged to the department's account. Contact Melanie Miller, events management, ext. 6114, with questions about the Carriage House or reservation procedure, reservation changes, or cancellations.

SABRE Presentations
The campus community is encouraged to attend one of two identical SABRE project presentations, "SABRE Fall 2000 Update: Traveling on the Cutting Edge toward Our New Student Information System." The SABRE team and campus constituents will lead the interactive presentations from 9:00 to 10:00 a.m. Wednesday, September 27 in E. H. Butler Library 210, and from 12:30 to 1:30 p.m. Thursday, September 28 in Bulger Communication Center East. Each session will include information on the future of online access to student records and campus training, refreshments, and giveaways. Homecoming 2000
Homecoming 2000, "Then and Now," is under way, with a week of fun and excitement that looks at Buffalo State through the years. The '60s were featured during "Flashback Tuesday," and will be highlighted again during The Association and The Lovin' Spoonful concert on Friday, September 22. The Homecoming Parade will feature other decades as well.

Homecoming has been a tradition at Buffalo State for many years. Plan to make Homecoming a part of your tradition by attending the week's events. The Association and The Lovin' Spoonful Concert
Don't forget to buy tickets for The Association and The Lovin' Spoonful concert on Friday, September 22 at 7:00 p.m. it the Sports Arena. Doors open at 6:00 p.m.

Tickets are $16 for general admission, $25 for reserved seating, and $50 for premium seating, which includes a backstage pass to meet the artists.

Weigel Health Center "Wellness Days"
"Wellness Days" take place from 11:00 a.m. to 2:00 p.m. on Wednesday, September 27 and Thursday, September 28 at Weigel Health Center. Learn about the services of and opportunities at the center. The event will feature health-assessment activities, blood pressure readings, measurements of lung capacity, informational pamphlets, refreshments, and prizes.


Anonymous HIV Testing
Staff from the New York State Department of Health will offer free, anonymous HIV testing to students, faculty, and staff on Thursday, September 28 at the Weigel Health Center.

College Policy Statement on Sexual Orientation
New York State Policy
Executive Order 28, signed by Gov. Mario Cuomo on November 18, 1983, states:

  • No state agency or department shall discriminate against an applicant or employee because of sexual orientation. An agency or department shall be deemed to have engaged in such a prohibited employment practice if it refuses to hire, appoint, promote, retain, train, grant permanent appointment, or assign work, or engages in other conduct which otherwise adversely affects the employment opportunity of applicants or employees, on the basis of the sexual orientation of the employee or applicant.
  • No state agency or department shall discriminate on the basis of sexual orientation against any individual in the provision of any services or benefits by such state agency or department.
  • Harassment on the basis of sexual orientation will not be countenanced within the state service in the employee relationship.

Buffalo State College Policy
It is the policy of Buffalo State College and the SUNY Board of Trustees that no discrimination against or harassment of individuals will occur on any of the campuses or in the programs or activities of the university. Consistent with the policy, the college expects that all judgments about and actions toward students and employees will be based solely on qualifications, abilities, and performance. Attitudes, practices, and preferences of individuals that are especially personal in nature, such as private expressions or sexual orientation, are unrelated to performance and provide no basis for judgment. The college expects all employees and students to take appropriate action to implement this policy of fair treatment.

Assistance
Buffalo State will take affirmative action to protect persons from judgments related to sexual orientation. Persons who believe that this policy has been violated have the right to complain and are encouraged to discuss the complaint with the appropriate college official.

Resolution of internal complaints will be handled using the Buffalo State College Grievance Procedure for the Review of Allegations of Unlawful Discrimination. Persons choosing to use external agencies may file with the Division of Human Rights, Executive Order 28.1 Enforcement Unit. In determining whether alleged conduct constitutes a prohibited employment practice, the Governor's Office of Employee Relations (OER) will investigate cases of discrimination relating to sexual orientation as well as the guidelines and procedures for redress.
