NHF Reorganization Approved
I am pleased to inform the college community that President Howard has approved the plan to reorganize the Nutrition, Hospitality, and Fashion Department within the Faculty of Applied Science and Education. In broad outline, nutrition and hospitality, respectively, shall become stand-alone departments, the former chaired by Professor of Nutrition Suk Oh and the latter chaired per interim by Associate Professor of Business Kevin Mulcahy.

We expect significant growth, notably in hospitality, with the support of the Statler Foundation. Fashion will merge with the Technology Department, where, we believe, it will gain infrastructure support and develop a distinctive niche. The reorganization is effective July 1, 2000.

From the Vice President for Finance and Management

UUP and M/C Discretionary Salary Increases
The timetable and application forms for UUP and management/confidential discretionary salary increases are now available on the human resource management Web site at www.buffalostate.edu/~humresmt. The time frame for review is July 1, 1999, through June 30, 2000.


HRMS Data Verification
Human Resource Management System (HRMS) employee data sheets have been mailed to home addresses. Please take a few minutes to review the material in your profile. Verify accuracy, update any necessary information, and sign and return it (even if no changes are required) to the Human Resource Management Office, Cleveland Hall 403.

We will not send out directory update cards as we have in the past. This is your only opportunity to ensure that our records are current and correct until next year.

New Online Resources
The College Relations Office has released a new campuswide e-mail policy, which includes guidelines for distribution and a new form for the submission of material. The policy, printed below, and submission form can be found at www.buffalostate.edu/~collrel/toolbox/policies.

Information and publication schedules for the Bulletin and @buffalostate.edu can be found at www.buffalostate.edu/~collrel/toolbox/publications. The Web site also contains new online forms for calendar and achievement submissions for @buffalostate.edu.

Campuswide E-mail Policy
As a service to the campus community, the College Relations Office will review, edit, and distribute via campuswide e-mail brief messages regarding official news of an immediate nature.

College relations attempts to keep e-mail messages to a manageable number for all faculty and staff; therefore, to avoid superfluous or redundant messages, campuswide e-mail should be limited to previously unannounced, official news of general interest whose immediacy precludes its appearance in the Bulletin or @buffalostate.edu.

Lengthy messages (longer than 150 words) should be shortened, and a contact for additional information should be included.

When messages can be better conveyed via another method, college relations will contact requesters and inform them that their messages will be disseminated in another manner, or will refer them to another resource.

Examples of messages that college relations may suggest appear, instead, in the Bulletin or @buffalostate.edu:

Please give college relations 48 hours to evaluate, edit, and distribute messages.

College relations will not disseminate messages or material that is of questionable taste, has the potential to be divisive, or does not further the mission of the college.

Honoraria Reporting
In compliance with the New York State Ethics Commission (Title 19 NYCRR, Part 930 of the Public Officers Law) the college is required annually to report honoraria received by full-time faculty and professional and management/confidential employees. An honorarium is defined as "a payment, fee, or other compensation given to an individual for services rendered not related to the individual's official state duties." It also includes payment for travel expenses when the expenses incurred are unrelated to the employee's duties.

Examples of honoraria include compensation for delivering a speech, writing an article, or attending a meeting. Salary, wages, or fees earned from outside employment are not considered honoraria. Faculty are not required to declare honoraria received within their academic disciplines.

Obtaining prior approval of requests to receive honoraria is optional; however, the college encourages employees to seek approval from their respective vice presidents before engaging in activities that lead to the receipt of honoraria.

Retirement Incentive for NYS Employees
New York State employees age 50 or older who retire between September 1 and September 30, 2000, may be eligible for the 2000 Retirement Incentive. For eligibility requirements, incentive benefits, and steps to retiring under the incentive, please refer to the Human Resource Management Web site, www.buffalostate.edu/~humresmt, or call Eileen Marino or Susan Earshen at ext. 4821.

Please note that the application deadline for the incentive is 21 days prior to the effective date of retirement. Those who wish to retire September 1, 2000, must apply by August 11.

Walk As One
Several members of the Buffalo State community serve on the board of the National Conference for Community and Justice (NCCJ) and will participate in Walk As One on Saturday, July 29. The walk is an annual event held to demonstrate to the community that we walk together in the fight against bias, bigotry, and racism. We invite Buffalo State students, faculty, and staff to join in this event. Participants will meet on Lincoln Parkway behind the Albright-Knox Art Gallery at noon; the walk will begin at 1:00 p.m. Please call Phillip Santa Maria, associate vice president for student affairs and dean of students, at ext. 4618 for additional information.

From the Senior Adviser to the President for Equity and Campus Diversity

New Staff Assistant Appointed
The Equity and Campus Diversity Office is pleased to announce the appointment of Beverly Weeks as staff assistant. She will provide support for campus search committees and other programs and projects. Weeks holds a master's degree in education with a focus on guidance and counseling from St. Bonaventure University. She comes to Buffalo State from Medaille College, where she held various administrative positions over the past 22 years.


College Policy on Religious Holidays
Faculty are reminded as they prepare their course syllabi for the fall semester that, according to SUNY policy, "Any student in an institution of higher education who is unable, because of his or her religious beliefs, to attend classes on a particular day or days, shall…be excused from any examination or any work requirements. It shall be the responsibility of the faculty and the administrative officials of each institution of higher education to make available to each student who is absent from school, because of his or her religious beliefs, an equivalent opportunity to register for classes or make up any examination, study, or work requirements.…"

At Buffalo State, we sharpen the mandate of the state and endorse the policy that prohibits administering evaluative examinations on Rosh Hashanah (Friday, September 29, 2000), Yom Kippur (Monday, October 9, 2000), and Good Friday (April 13, 2001). The full text of this policy can be found on page 51 of the 1999–2001 undergraduate catalog.

Faculty are urged to remind students of their responsibility to notify faculty in advance of the need for absences because of religious observances, to allow sufficient time for opportunities for make-up examinations or work assignments.

Statement for Students Who Require Accommodations
Faculty are urged to include the following statement in their course syllabi: "Any student who requires accommodations to complete the requirements and expectations of this course because of a disability is invited to make his or her needs known to the instructor and/or to Marianne Savino, coordinator of services for students with disabilities, South Wing 130, ext. 4500."


Faculty and Staff Searches
The Equity and Campus Diversity Office thanks everyone who has served on faculty and staff search committees over the past academic year. Because of your fine work, we will have a large group of new faculty and staff joining the campus community and a significant increase in the diversity of our faculty and staff. Nearly 25 percent of the new faculty hires for fall 2000 will be persons of color and nearly 40 percent will be women. Thank you for your support in advancing the institutional priority of recruiting a diverse population of faculty and staff.


Equity and Campus Diversity Minigrants
The Equity and Campus Diversity Office will again this year make available to faculty, staff, and recognized student groups minigrants of up to $1,000 for special programs and projects that support the college mission, institutional priorities, and strategic directions related to diversity. Projects could include, but are not limited to, speakers in classes, special programs, acquisition of special materials, or special experiences for students on issues related to diversity. Applications will be available in August for awards for the fall semester. For more information, call the Equity and Campus Diversity Office at ext. 6210.
