Promotions
Upon completion of the review procedures at the department, dean, and vice president levels, I am pleased to announce the following promotions:

Appeals
As in the past, negative decisions on promotions may be appealed. Appeals are probably best suited to instances in which an individual believes that his or her case was misunderstood or inadequately advocated. If an appeal seems warranted, the President's Office should be notified in writing of the intent to appeal by Monday, December 4, 2000.

Auxiliary Services Advisory Committee
I am pleased to announce that the following individuals will serve on the Auxiliary Services Advisory Committee (ASAC):

Frederick Floss, chair, two-year term; George Hole, elected arts and humanities representative, two-year term; Pamela Schuetze-Pizarro, elected natural and social sciences representative, one-year term; Kathleen O'Brien, appointed by the president, two-year term; Karen Johnson, elected Professional Staff Caucus representative, two-year term; Paul Bink, elected Professional Staff Caucus representative, one-year term; David Sawicki, elected librarian representative, two-year term; Kelly Moore, elected undergraduate student representative, one-year term; Melinda Massaro, appointed graduate student, two-year term; Todd Hillman, appointed student organizations representative, two-year term; Edward Ellis, appointed student organizations representative, one-year term.

Also on the committee are Timothy Ecklund, associate vice president for residence life and student auxiliary services; Dennis McCarthy, interim associate vice president for enrollment management; and Gary Phillips, associate vice president and comptroller, who serve by virtue of their positions without term limits.

The representative for the Faculty of Applied Science and Education will be announced after its elections are completed.

The ASAC is responsible for making recommendations for ensuring the quality, availability, and cost efficiency of services on campus. The committee also is charged with making recommendations regarding new services for the college and with reviewing the operation of such services.

Auxiliary Services Grant Allocation Committee
I am pleased to announce that the following individuals will serve on the Auxiliary Services Grant Allocation Committee (GAC):

From the Provost and Vice President for Academic Affairs

Supplemental Discretionary Faculty Salary Increases
A faculty salary benchmarking study for supplemental discretionary salary increase considerations was announced in the October 19, 2000, Bulletin. The model adopted to benchmark faculty salaries is as follows:

Salary of $42,000 for (new) assistant professor appointment:

  • Increment of $500 per year for six years
  • Promotion to associate professor with increase of $2,000
  • Increment of $500 per year for six years
  • Promotion to professor with increase of $3,000
  • Increment of $500 per year

Salaries examined were those in effect in March 1999. Eligibility for supplemental discretionary increases was determined using the model. The two most recent rounds of UUP discretionary salary increases afforded opportunity to make a number of adjustments. Criteria for an increase in the supplemental round are eligibility based on the benchmarking study and acceptable performance in the triad of teaching, scholarship, and service while at Buffalo State.

A preliminary roster of increases for eligible faculty members will be available November 20, and letters will be sent to eligible faculty members. Faculty members identified as eligible for this supplemental discretionary round who do not receive the maximum increase may appeal in writing to the president by Friday, December 1, 2000. Appeal statements must be no more than 200 words. Criteria for an appeal are the same as those for an increase in the supplemental round (see above).

The schedule for supplemental discretionary salary increases is as follows:

November 20 Preliminary roster prepared, eligible faculty notified
December 1 Deadline for appeals
December 4 Appeals Board meeting
December 8 Final roster prepared, appellants notified
January 3 Supplemental discretionary increases included in base pay

From the Vice President for Finance and Management

Individual Development Awards
The State of New York/United University Professions Joint Labor-Management Committees have announced the allocation of funds for individual development awards for September 1, 2000–August 31, 2001. This program is intended to assist employees in the UUP bargaining unit in developing their full professional potential and in preparing for advancement by funding professional development activities. The maximum award amount is $1,000 ($5,000 when salary for a replacement is required).

The total amount to be distributed at Buffalo State is $29,173.

The Individual Development Award Committee will review applications, taking into consideration whether the proposed activity will enable applicants to meet one or more of the criteria (a–e) specified in Article XII, Title A, B, or C of the Policies of the Board of Trustees concerning employees' evaluations and promotions. The campus committee will give preference to part-time employees for a minimum of 15 percent of the available funds if sufficient applications are received.

Only one application will be accepted, and only one project or activity may be funded per employee.

Award Period
The award period covers professional development activities commenced on or after September 1, 2000, and completed on or before August 31, 2001.

This is the second of three anticipated award periods, each one year in length.

Eligibility Requirements
Full-time employees must be in the UUP bargaining unit at the time of the award and during the dates of the proposed project. Full-time employees who accrue annual leave will not be required to charge credits for any activities funded by individual development awards.

Part-time employees who meet eligibility requirements for 26-week coverage for health benefits will have the same eligibility for individual development awards. Part-time employees who are eligible for health benefits during the summer also are eligible for funding for activities that occur during the summer, whether or not they are on the payroll.

Eligible employees may receive only one funded activity per award period.

Examples of Projects or Activities
Projects or activities must fall within the following categories:

  • Basic, applied, or historical research
  • Curricular or instructional material development
  • Workshop, seminar, internship, or coursework not covered by Contract Article 46 or SUNY tuition waiver
  • Conference participation or attendance
  • Preparation of material for publication
  • Grant-proposal development
  • Professional reading or independent study
  • Other work-related professional development projects or activities

Types of Support

  • Registration fees for conference or workshop
  • Consumable supplies (paper, pens, postage, etc.)
  • Nonconsumable supplies (books, software, etc.). Any nonconsumable supplies purchased with Individual Development Award funds become the property of the State of New York/State University of New York
  • Travel and related expenses (includes lodging and meals)
  • Research support (e.g., computer time, network access or support, clerical support)
  • Equipment lease or purchase (Any equipment purchased with Individual Development Award funds becomes the property of the State of New York/State University of New York.)
  • Tuition and course-related supplies. The maximum allowance for tuition is the SUNY rate at time of application (currently $137 per undergraduate credit or $213 per graduate credit)
  • Salary for a replacement (up to $4,000, not to exceed the recipient's salary)

All funding requests must conform to the State Comptroller's Rules and Regulations and limitations contained therein. Specific questions about travel and other reimbursement information should be addressed to the Accounting Office, Cleveland Hall 414. Additional justification for specific items may be requested.

Application Procedure
Applications must be received in the Human Resource Management Office, Cleveland Hall 403, by 5:00 p.m. Friday, February 2, 2001. Applications and guidelines are available online at www.buffalostate.edu/offices/hr or www.albany.net/~nysuup or in the Human Resource Management Office.

Along with the completed application, applicants must submit the following:

  • An updated, brief curriculum vitae
  • A list of any other grant support for project or activity, including the amount of such support
  • A brochure, announcement, or other relevant material describing the program and costs (If material is not yet available, send information as soon as possible.)
  • Any other supporting documentation

Notification of Awards
Applicants will be notified of award decisions by March 30, 2001.

Reimbursement Procedure
Reimbursement of actual expenditures will be handled through the Accounting Office and must comply with the State Comptroller's Rules and Regulations and limitations contained therein. Questions regarding rates of reimbursement should be directed to the Accounting Office. Recipients must submit New York State vouchers and original receipts within 30 days of the completion of the project or activity, or within 30 days of award notification if the funded project or activity has already been completed. Vouchers and receipts not submitted in a timely manner will result in forfeiture of entitlement to reimbursement.

From the Vice President for Student Affairs

Buffalo State Postseason Appearances
The Eastern Collegiate Athletic Conference (ECAC) has selected the Buffalo State Bengals (6-4) to host the Hartwick Hawks (7-3) in the ECAC Northwest Championship at noon Saturday, November 18 on Coyer Field. The contest marks the Bengal's 10th straight appearance in postseason play and their third ECAC championship contest.

The Bengals have won two other ECAC championship games: against Worcester Polytechnic Institute to win the ECAC Northeast Championship 23-17 in 1991, and against Plymouth State, 21-17, for the ECAC Northwest Championship in 1997.

This weekend's contest will mark the final game for one of the top quarterback-receiver tandems in the history of Division III football. Quarterback Chris Henry, who holds every major passing record at Buffalo State, has moved into the top 25 all time in career passing yards (7,978) at the Division III level. His main target the past four years has been fellow senior Derek Baker, the record holder of almost every Bengal receiving mark including 3,359 career receiving yards, which is among the top 15 all time in Division III. Baker also has compiled an average of 22.7 yards per catch, which is number one all time in Division III.

STEP Director Receives Honor
Darryl C. Carter, director of the Science and Technology Entry Program (STEP), has received an award for his outstanding leadership in the field of education from the Southern Christian Leadership Conference. A graduate of Brockport State College, Carter began his career with the precollegiate programs at Buffalo State as a counselor/coordinator for the STEP program. He has since received numerous distinctions, including the Excellence in Teaching Award and the Mayor's Tribute Award.
