New SUNY Provost
I am pleased to announce that SUNY Chancellor John R. Ryan has selected
Dr. Risa I. Palm to succeed Dr. Peter Salins as SUNY provost and vice chancellor for academic affairs. After a distinguished term, Dr. Salins is stepping down from his post to return to the faculty.
Dr. Palm currently serves as executive vice chancellor and provost of Louisiana State University. She is an urban geographer who has done considerable research on natural hazards. She holds an undergraduate degree in history, and an M.A. and Ph.D. in geography, all from the University of Minnesota. Dr. Palm has authored several books, has considerable experience in higher education administration, and is the recipient of several professional honors.
Dr. Palm will join the State University of New York community in early October. She will visit Buffalo State College on Thursday, October 5, and she will also attend the SUNY University Faculty Senate meeting that will be held on our campus from October 26 to 28.

Emergency Calls on Campus
For all emergencies on campus, call University Police directly at ext. 6333. Calls to 911 will be redirected by the City of Buffalo 911 operator to University Police and could waste valuable response time. The blue-light phones located throughout the campus and in most campus parking lots are a direct link to University Police and will ensure an immediate response. Please call University Police at ext. 6333 with questions or concerns regarding campus safety.

SMRT Training for Account Managers
Managers of state-appropriated funds are encouraged to use the Web-based SMRT (SUNY Management Resource Tool) Application to monitor account resources and expenditures. Individuals interested in the training must be authorized for account inquiry access two business days before the training date. Only one session of training is needed. Please call either James Thor at ext. 4117 or Rebecca Schenk at ext. 4312 with questions.
Training will be held in CyberQuad 318 on the following dates:

Policy on Students Unable to Attend Classes on Certain Days because of Religious Beliefs
The college does not discriminate against employees, applicants for employment, or students based on religion or national origin.
The following policy statement appears in the college catalog (page 15, 2004–2006 Graduate Catalog; page 34, 2005–2006 Undergraduate Catalog):
"No person shall be expelled from or refused admission as a student to an institution of higher learning for the reason that he or she is unable, because of his or her religious beliefs, to register for or to attend classes or to participate in any examination, study, or work requirements on a particular day or days."
Important: Students Unable Because of Religious Belief to Attend Classes on Certain Days
- No person shall be expelled from or be refused admission as a student to an institution of higher education for the reason that he or she is unable, because of his or her religious beliefs, to register for or attend classes or to participate in any examination, study, or work requirements on a particular day or days.
- Any student in an institution of higher education who is unable, because of his or her religious beliefs, to attend classes on a particular day or days, shall, because of such absence on the particular day or days, be excused from any examination or any study or work requirements.
- It shall be the responsibility of the faculty and of the administrative officials of each institution of higher education to make available to each student who is absent from school because of his or her religious beliefs an equivalent opportunity to register for classes or make up any examination, study, or work requirements that he or she may have missed because of such absence on any particular day or days. No fees of any kind shall be charged by the institution for making available to said student such equivalent opportunity.
- If registration, classes, examinations, study, or work requirements are held on Friday after 4:00 p.m. or on Saturday, similar or makeup classes, examinations, study, or work requirements shall be made available on other days, where it is possible and practical to do so. No special fees shall be charged to the student for these classes, examinations, study, or work requirements held on other days.

In effectuating the provisions of the Education Law, it is expected that faculty and administrative officials will exercise the fullest measure of good faith. No adverse or prejudicial effects shall result to any student for availing himself or herself of the provisions of this section.
Any student who is aggrieved by the alleged failure of any faculty member or administrative official to comply in good faith with the provisions of this section shall be entitled to maintain an action or proceeding in the supreme court of the county in which such institutions of higher education is located for the enforcement of his or her rights under this section.
The term "religious beliefs" shall mean beliefs associated with any corporation organized and operated exclusively for religious purposes that is not disqualified for tax exemption under Section 501 of the United States Code.
At Buffalo State College, we sharpen the mandate of the state and
endorse the policy that the administering of evaluative examinations on
Rosh Hashanah (September 23, 2006), Yom Kippur (October 2, 2006), and
Good Friday (April 6, 2007) will not be permitted.
Note: Ramadan, the ninth and holiest month of the Islamic year, began September 24 and ends October 24. Fasting and special prayers during the month are fundamental religious duties of Islam during this period.
