SABRE Update

SABRE Surveys
Faculty, staff, and students are encouraged to share their suggestions and comments about the SABRE registration system by completing one of the online user surveys by Monday, September 15.

From the Provost and Vice President for Academic Affairs

Provost Incentive Grants
The Academic Affairs Office announces the availability of a small number of Provost Incentive Grants of up to $1,000 each to support research, scholarship, and creativity at Buffalo State College. The 2003–2004 grants will provide tenured and tenure-track faculty with funding to assist with travel, research, exhibitions, and other scholarly activities.

Applications are available at the E. H. Butler Library Reference Desk. Applications for spring 2004 must be received in the Academic Affairs Office, Cleveland Hall 519, by Friday, November 14. Support funds are provided by the Continuing Education Office and the Faculty-Staff Development Fund of the Buffalo State College Foundation.

Student Health Fee Waivers and Refunds
Buffalo State will no longer provide automatic waivers of the health fee to students enrolled in off-campus or distance learning courses. Effective this semester, academic departments may request a waiver, or students may request a refund if eligible. This procedure applies only to the student health fee, not the mandatory health insurance.

To be eligible for a waiver or refund of the health fee, a student must be enrolled only in courses that have no on-campus meetings. On-campus meetings include first class meetings, seminars, scheduled meetings with an instructor, computer lab–based orientations, and course-related gatherings anywhere on the Buffalo State campus.

Academic departments that offer distance courses in which there are no scheduled on-campus meetings AND for which the academic department will verify that the students taking the course are not enrolled in any other course that meets on the Buffalo State campus, may send or fax, at their discretion, a list of those students' names to Theresa Stephan Hains, ext. 6727, Weigel Health Center, for review. Departmental requests for waivers must be submitted by the end of the second week of classes. After review, Weigel Health Center will forward the lists to the Student Accounts Office, which will process the waivers.

For a refund, a student must be enrolled only in eligible courses, complete the refund form (available at www.buffalostate.edu/depts/weigel), and mail or fax it to the Weigel Health Center. The Health Center will verify the student's eligibility for the refund and notify Student Accounts, which will process the refund.

Mass of the Holy Spirit
A Mass of the Holy Spirit will be celebrated at 11:30 a.m. Sunday, September 21 in the Campbell Student Union Social Hall. The Mass is being celebrated at the opening of the academic year.

During the Mass, Phillip Santa Maria, associate vice president for student affairs and dean of students, will be honored and presented with the inaugural John Henry Cardinal Newman Award for Service to Catholic Campus Ministry at Buffalo State College. The Reverend Monsignor John Weimer, pastor emeritus of the Newman Center and retired director of campus ministry at Buffalo State, also will be recognized for his 35 years of service.

All faculty and staff are invited to celebrate and to attend the reception in the Social Hall immediately following the Mass. Academic attire is optional. Robing will take place in the Campbell Student Union Fireside Lounge at 11:00 a.m. for the procession into the Social Hall.

State-Mandated Class
"The Identification and Reporting of Child Abuse and Maltreatment," a two-hour course required for teacher certification and other professional licenses, will be offered by the Center for Development of Human Services.

Mandated reporter training includes information regarding the physical and behavioral indicators of child abuse and maltreatment. The course provides an overview of Child Protective Services, how to report, when a report should be made, legal protection, and consequences of failure to make a report. Upon completion of training, participants receive a certificate of completion and instructions for its submission for professional license, permit, or teacher certification.

Faculty-Staff Directory
To ensure that information contained in the Buffalo State College faculty-staff directory is correct, please review your listing in the online internal directory at www.buffalostate.edu/directories. If changes are required, complete and submit the Directory Add/Update Form available at www.buffalostate.edu/offices/hr/dira.asp or the MS Word version at www.buffalostate.edu/offices/hr/directory.doc, or send e-mail to fortunkm@buffalostate.edu. Changes received by Friday, September 26 will appear in the new directory.

New college employees who are not on the state payroll (e.g., Research Foundation, Buffalo State College Foundation, Barnes & Noble at Buffalo State Bookstore, Dining Services) must complete the Directory Add/Update Form to be included in the campus directory. Non-state employees also should use the Add/Update Form to change existing directory information. The personnel officers from these areas should contact Human Resource Management when employees are terminated so their department directory listings are accurate and current.

Offices or departments that keep contact information for retired faculty and staff are asked to share this information with the Human Resource Management Office, which will contact retirees to determine if they wish to be included in the emeriti directory. Specific information sought is name, rank at retirement, current address, and current telephone number. Please submit this information to kawalel@buffalostate.edu.

The printed faculty-staff directory should be distributed by the end of November.

Fire Evacuation Drills
In compliance with New York State Education Law 807, fire evacuation drills will be held in various buildings throughout the campus September 22–26. Department heads and/or faculty chairs are responsible for complete evacuation of areas under their control.

Procedure for Occupants

  1. When alarm sounds, proceed by the most direct means, in keeping with equitable distribution of traffic, to the nearest exit and stand at least 25 yards outside the building.
  2. Leave lights on.
  3. Close all doors.
  4. Turn off room fans; leave hood fans on.
  5. Turn off all electrical and gas appliances.
  6. Close doors to corridors; in the event of actual fire, leave doors in immediate areas unlocked.
  7. Reenter building when "all clear" is announced by college personnel conducting the drill.

Exceptions to Evacuation during Drills Only

  1. Those involved in critical experiments or lab processes that cannot be left unattended may remain in the building.
  2. Those using wheelchairs or crutches may remain in the building; however, one able-bodied person who would be responsible for those people also is required to remain should evacuation become necessary.

A minimum amount of extra time will be needed during drills to examine all fire-safety equipment for proper operation.

SEFA/United Way Campaign Kickoff
Please join Provost Dennis Ponton and Vice President Carmine Grande, SEFA/United Way Campaign chair, at the Day of Sharing, the 2003 SEFA/United Way Campaign kickoff, from 12:15 to 1:30 p.m. Tuesday, September 16 in the Campbell Student Union Fireside Lounge.

Buffalo State College alumna Arlene Kaukus, president of the United Way of Buffalo and Erie County, will be the guest speaker.

At the kickoff, faculty and staff will have the opportunity to visit with representatives from local not-for-profit agencies and learn how the State Employees Federated Appeal helps strengthen the community. The agencies that will be represented at this year's event are led by Buffalo State alumni. Refreshments will be served, and there will be a raffle of great prizes. Please join us!

From the Senior Adviser to the President for Equity and Campus Diversity

College Policy on Students Unable to Attend Classes on Certain Days because of Religious Beliefs
The college does not discriminate against employees, applicants for employment, or students based on religion or national origin. The following policy statement appears in the 2003–2005 undergraduate catalog, pp. 33 and 34:

Students Unable to Attend Classes on Certain Days because of Religious Beliefs

  1. No person shall be expelled from or be refused admission as a student to an institution of higher education because he or she is unable, due to religious beliefs, to register for or attend classes, or to participate in any examination, study, or work requirements on a particular day or days.

  2. Any student in an institution of higher education who is unable, because of his or her religious beliefs, to attend classes on a particular day or days shall, because of such absence on the particular day or days, be excused from any examination or any study or work requirements.

  3. It shall be the responsibility of the faculty and the administrative officials of each institution of higher education to make available to each student who is absent from school, because of his or her religious beliefs, an equivalent opportunity to register for classes or make up any examination, study, or work requirements that he or she may have missed because of such absence on any particular day or days. No fees of any kind shall be charged by the institution for making available to the said student such equivalent opportunity.

  4. If registration, classes, examinations, study, or work requirements are held on Friday after 4:00 p.m. or on Saturday, similar or makeup classes, examinations, study, or work requirements shall be made available on other days, where it is possible and practical to do so. No special fees shall be charged to the student for these classes, examinations, study, or work requirements held on other days.

  5. In effectuating the provisions of the Education Law, it is expected that faculty and administrative officials will exercise the fullest measure of good faith. No adverse or prejudicial effects shall result to any student for availing himself or herself of the provisions of this section.

  6. Any student who is aggrieved by the alleged failure of any faculty or administrative official to comply in good faith with the provisions of this section shall be entitled to maintain an action or proceeding in the supreme court of the county in which such institution of higher education is located for the enforcement of his or her rights under this section.

  7. The term "religious beliefs" shall mean beliefs associated with any corporation organized and operated exclusively for religious purposes, which is not disqualified for tax exemption under Section 501 of the United States Code.

  8. At Buffalo State College, we sharpen the mandate of the state and endorse the policy that prohibits administering evaluative examinations on Rosh Hashanah, Yom Kippur, and Good Friday.

Senate Standing Committees
The College Senate always needs faculty and staff representation on its standing committees. Below are the names of committees and brief descriptions of their basic missions. If you wish to serve on a committee for the 2003–2004 academic year, please print this form and return it to the College Senate Office, Cleveland Hall 211.

Academic Plan
Assumes leadership in the intermediate- and long-range planning of the overall academic function of the college. Areas include the mission of the college, master plan, regionalism, enrollment projections, and accreditation.

Academic Services
Recommends policies designed to make academic support services more useful and available to academic programs.

Budget and Staff Allocation
Gathers, analyzes, and recommends criteria for all data and policies needed to determine budget and staff allocations.

Bylaws and Elections
Conducts necessary elections provided for in the bylaws to ensure proper representation on the College Senate. Recommends changes in the bylaws designed to facilitate the democratic governance of the college.

Curriculum
Receives, reviews, and recommends approval or nonapproval of all courses and programs offered by the college, consistent with Senate policies and procedures.

Instruction and Research
Concerns itself with aspects of policy that relate to the improvement of instruction and the development of services and resources necessary to carry out or enhance instruction and research.

International Education
Develops the content of overseas academic and faculty exchange programs and makes recommendations regarding admission of and services to foreign students attending Buffalo State.

Professional Welfare
Responsible for matters concerning faculty and staff welfare and well-being.

Standards for Students
Reviews and recommends policies dealing with student admission, readmission, retention, and probation, as well as with graduation standards for undergraduate and graduate students.

Student Welfare
Examines matters and recommends policy concerning aspects of student life.
