President's Council on Equity and Campus Diversity
I am pleased to announce that the following faculty, staff, and student representatives will serve on the President's Council on Equity and Campus Diversity:

The President's Council on Equity and Campus Diversity is charged with addressing discrimination, harassment, and campus climate issues as they relate to the recruitment and retention of faculty, staff, and students; curriculum development; and student life on campus.

SABRE Update

SABRE Training Sessions
Many thanks to the nearly 1,400 students, staff, and faculty members who responded to the SABRE online survey or participated in the SABRE feedback sessions. Results are being incorporated into SABRE plans. Increased support to students, faculty, and staff will be developed and publicized, as will guidelines for electronic waitlists, which will be finalized and shared with the campus before the start of next semester.

Respondents indicated a need for increased information about using the SABRE system. Introductory and refresher training sessions will be held in CyberQuad, E. H. Butler Library 318; dates and times are listed below. Registration is not required, but those who register will receive a reminder e-mail the day before their session. Register via e-mail at SABREsupport@buffalostate.edu. Session information, including the agenda, will be posted at www.buffalostate.edu/sabre/facstaff.

From the Provost and Vice President for Academic Affairs

CDHS Reception
The Center for Development of Human Services invites members of the campus community to attend its first fall reception from 12:15 to 1:15 p.m. Tuesday, October 14 in the Ice Arena lobby (second floor). The reception will highlight CDHS minigrant partners and their work.

Study-Abroad Fair
Buffalo State's Study-Abroad Fair will be held from 11:00 a.m. to 2:00 p.m. Thursday, October 16 in the Campbell Student Union Assembly Hall.

Representatives of the college's overseas programs, as well as representatives from other SUNY campuses, will speak with students about the more than 400 opportunities available in 57 countries. Information about financial aid and scholarships for international study will be provided. Students who visit at least four exhibitors will be registered for a drawing for airline vouchers, Sabres tickets, and an array of other travel-related prizes. Refreshments will be served.

Faculty and staff are urged to encourage students to participate in the fair and to learn about the world of opportunities that awaits them. The event is sponsored by the International Education Office.

Faculty and Staff Scholarship and Creativity Celebration
Buffalo State will hold its fifth annual Faculty and Staff Scholarship and Creativity Celebration from 10:30 a.m. to 2:30 p.m. Tuesday, February 10, 2004, in the Houston Gym. Lunch will be served.

The goal of this celebration is to effectively highlight the quality and diversity of the scholarly and creative activities of faculty and staff at the college. Significant changes made this year should better enable faculty and staff to both present and interact with their colleagues.

Faculty and staff should have received a call for papers via e-mail, which outlined the procedure for submitting proposals. For more information, call Richard Podemski, dean of graduate studies and research, at ext. 5609, or Gina Game, senior administrative assistant, Buffalo State College Research Foundation, at ext. 6700.

From the Vice President for Finance and Management

Receipt of Legal Papers Served on the College
The SUNY University Counsel Office advises that all college offices should be notified of the procedures to follow regarding the receipt of legal papers of any kind by a campus employee. Accordingly, Buffalo State's procedures are as follows:

The associate vice president for finance and management/comptroller is the college's official liaison to the University Counsel Office for the purpose of receipt of service of legal papers on the college, notification of the area of the college affected (required to respond), and decision about who should notify University Counsel, the attorney general, or other parties. When legal papers of any kind are served upon a campus employee or the college, the campus liaison should be contacted immediately and the legal papers should be forwarded to the liaison.

If the associate vice president for finance and management/comptroller is unavailable, the referral should be made to the assistant vice president for finance and management.

This procedure is especially important when legal papers request personnel files or information on students or are requests made under the USA Patriot Act. Various legal rights, such as those afforded by FERPA (Family Educational Rights and Privacy Act), the Personal Privacy Protection law, and collective bargaining agreements, are involved in those situations.

SEFA/United Way Campaign Continues
The Buffalo State SEFA/United Way Campaign continues through Friday, October 17. I am pleased to thank everyone who has contributed so far, and I urge others who want to participate to do so. Please turn in your completed pledge forms to your office or department SEFA volunteers.

Buffalo State has a strong legacy of SEFA/United Way support. Please be part of the campaign as Buffalo State leads the way in supporting its friends and neighbors in Western New York.

College Senate meetings for the remainder of the fall 2003 semester will be held Fridays, October 17, November 14, and December 12. All meetings begin at 3:00 p.m. in E. H. Butler Library 210.

College Senate Bylaws Referendum
Over the past two years, the College Senate has approved several changes to its bylaws. These changes are now ready for a campuswide referendum. All faculty, administrators, and professional staff eligible to vote in campuswide elections are encouraged to vote on the revised bylaws. Ballots were distributed via interoffice mail. Action is requested by Friday, October 10.
