Curricular Approvals
The SUNY provost's office advised that the State Education Department approved the following program registrations for Buffalo State:

  • Graduate teacher education program in early childhood education
  • Addition of distance education format to the registered adult education program leading to the master of science degree and the advanced certificate, and to the human resource development program leading to the advanced certificate.

I have approved the following new courses and course revisions, which have been recommended by the appropriate dean, the College Senate, and the provost and vice president for academic affairs.

SABRE Update

Registration
Registration for the spring 2004 semester began October 31 and will continue through November 14. Students will have access to the SABRE Student System to revise their schedules through the start of the semester.

Assistance for students is available on the SABRE student Web site at http://www.buffalostate.edu/sabre/students, by e-mail at studentsabre@buffalostate.edu, by phone at ext. 4811, and in person for the next two weeks at the Registration Assistance Center in E. H. Butler Library.

Assistance for faculty and staff is available on the SABRE faculty/staff Web site at http://www.buffalostate.edu/sabre/facstaff, by e-mail at sabresupport@buffalostate.edu, and by phone at ext. 3434.



Online Grading
Online grading will begin with the spring 2004 semester. Fall 2003 and intersemester grades will be submitted via hard-copy rosters following the routines of previous semesters. In preparation for online grading, the SABRE team will offer resource materials and hands-on sessions in advance, as well as in-person, e-mail, and phone assistance during the grading period: CEP, May 10–13; May 14; and May 17.

    Call (800) 358-7202 or visit www.flexspend.state.ny.us to enroll.

    Sunday, November 30

  • Cancel health insurance
  • Change from family to individual coverage
  • Change pretax status for insurance deductions

Note: Without a qualifying event, the 10-week waiting period still applies to first-time health insurance enrollees and to those who wish to add previously eligible dependents to their plans. Call the Human Resource Management Office at ext. 4821 with questions or to make changes to health insurance coverage.

Empire Plan Deductibles and Coinsurance for 2004
Annual Deductibles
Effective January 1, 2004, Empire Plan annual deductibles for M/C, UUP, PEF, NYSCOPBA, and Council 82 employees will increase to $295 per enrollee, $295 per enrolled spouse or domestic partner, and $295 for all dependent children combined. This change reflects the 4.2 percent increase in the medical care component of the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W) for July 1, 2002, through June 30, 2003.

The annual deductible for CSEA employees will remain at $185.

Coinsurance (Out-of-Pocket Expenses)
Effective January 1, 2004, the Empire Plan maximum coinsurance will increase to the following limits to reflect the change in the Consumer Price Index:

UUP $1,901
M/C and PEF $1,419
NYSCOPBA and Council 82 $1,094

The maximum coinsurance for CSEA employees will remain at $776. Coinsurance will be reduced to $500 for calendar year 2004 for CSEA employees who earn $24,657 or less in base salary and who are heads of household and sole wage earners in the family. Contact Human Resource Management to apply to the Department of Civil Service for this reduction.

Note: No deductible or coinsurance applies when employees use the Empire Plan Participating Provider Network.
