From the President

Response to Senate Recommendation
At its April 2 meeting, the College Senate passed the following motion:

    "The Senate Instruction and Research Committee moves that the Intellectual Foundations proposal approved by the College Senate be forwarded to the president with a request that the administration, in consultation with the 'to be established' Intellectual Foundations Oversight Committee, return to the Senate with an implementation plan as soon as possible, but no later than the last Senate meeting of the fall 2004 semester, for Senate approval."

At the May 7 Senate meeting, the word "administration" was clarified to mean Academic Affairs and the interim director of Intellectual Foundations.

I hereby accept the recommendation of the College Senate and authorize the provost and vice president for academic affairs to begin the process to establish an Intellectual Foundations Oversight Committee so that an implementation plan can be developed and presented to the College Senate for approval no later than the last meeting of the fall 2004 semester.

SABRE Update

Online Grading
Thanks to the many people who helped to make first-time online grading go smoothly. Grades will be posted in Degree Navigator (as was done in December 2003) by Friday, May 21, for students to view. Also, as in the past, grades will be mailed to students. Department chairs will receive hard-copy grade listings, including pass/fail designations, for all courses in their departments by Wednesday, May 26.

A SABRE debriefing meeting will take place before the end of May and will be announced via e-mail.

From the Provost and Vice President for Academic Affairs

Degree Navigator 4
Degree Navigator 4 (DN4), the latest version of the student audit system, is expected to be implemented in early June. DN4 enables users to go directly to Degree Navigator reports to determine academic progress in undergraduate programs while still providing the island-based interface for those who prefer the visual representation. In addition, new easy-to-read reports are now available to students and advisers.

DN4 also will provide audit administrators the ability to make student exceptions directly on student audit reports.

In anticipation of the June implementation, advisers may preview a version of DN4 at www.buffalostate.edu/sabre/facstaff/dn4. The preview also can be accessed from the Degree Navigator logon on the faculty and staff SABRE Web site at www.buffalostate.edu/sabre/facstaff. Responses from faculty and staff informational sessions held during the spring semester have been extremely positive.

An Introduction to Degree Navigator 4 session will be held from 1:00 to 2:00 p.m. Friday, May 28, in CyberQuad, E. H. Butler Library 318. Contact Elaine Gerace, keyboard specialist 1, at ext. 4812 or geraceem@buffalostate.edu to register. More training sessions will be held during the summer.

From the Vice President for Finance and Management

Keeping Health Insurance Records Current
It is important to keep New York State employee health insurance records current. Please notify the Human Resource Management Office if:

  • Any of your dependents loses eligibility (i.e., graduates, leaves college, reaches age 19 and is not a full-time student, or marries).
  • Your home address changes.
  • You marry or divorce.
  • You acquire a new dependent (e.g., a new baby or a 19- to 25-year-old who returns to full-time-student status).
  • You have a disabled dependent.
  • You or a covered dependent under age 65 becomes eligible for Medicare because of a disability.
  • You become disabled.
  • A dependent dies.
  • You plan to take a leave without pay.
  • You plan to retire.

Certain deadlines apply. Some changes may result in higher or lower health insurance premiums. Covered dependents who lose eligibility may pay the full cost to maintain coverage through federal COBRA provisions, but must do so within 60 days of the date coverage ends.

If any of the above changes occurs, promptly notify Human Resource Management to prevent unnecessary arrears or overpayments, late-enrollment waiting periods, loss of coverage, or misdirected mail. To report changes or for more information, contact the Human Resource Management Office, Cleveland Hall 410, ext. 4821.

EAP Committee and Coordinators
The Buffalo State Employee Assistance Program (EAP) seeks volunteers to serve as EAP coordinators or EAP Committee members.

EAP is a free, voluntary, confidential information and referral service available to all New York State employees, their family members, and retirees. EAP provides assistance with many kinds of problems, including family, marital, medical, financial, legal, grief and loss, elder care, and substance abuse. EAP does not provide direct therapy but serves as a link between Buffalo State employees and skilled professionals in the community. EAP is a neutral office, not associated with any disciplinary procedures, whose services are designed to improve the quality of working families' lives.

EAP coordinators are specially trained to assist Buffalo State employees and their family members in finding professionals in the community best suited to help solve problems or address concerns.

Coordinators must have a strong commitment to the goals of NYS EAP, excellent interpersonal skills, a history of productive relationships with co-workers, the ability to communicate with individuals and groups, interest in the community and its services and resources, flexibility and willingness to learn, the initiative and ability to work independently, and a strong sense of confidentiality. Coordinators report to and work with the EAP Committee to increase awareness of EAP on site, expand referral services, and help coordinate activities on campus. Coordinators must attend training sessions, including monthly regional trainings, as well as the five-day New Coordinator Institute and campus EAP Committee meetings. Candidates must have supervisory support and approval to assume this role. Faculty members are strongly encouraged to apply.

The EAP Committee is the executive body that administers the EAP. The committee meets regularly to implement and monitor all aspects of the program, including outreach, education, and evaluation.

SkillSoft E-Learning
Employees also may participate in SkillSoft, an online learning program that offers more than 800 courses and a variety of certificate programs that allow participants to demonstrate mastery of a set of skills.

More information about the SkillSoft E-Learning Program is available from the Human Resource Management Web site, www.buffalostate.edu/offices/hr. Employees also may register for courses on the site.

Webmaster Training and Web Templates
Web templates are now available for office and department use. The FAST Development Center and the College Relations Office offer a five-course sequential training program especially for Web template users. The course lineup consists of Writing for the Web, Using the Web Template System, Introduction to HTML, Getting Found in Search Engines, and Understanding Site Traffic Logs. Faculty and staff are welcome to take any or all of the five courses offered. Employees may review course descriptions and register at http://bscintra.buffalostate.edu/registration.

From the Vice President for Student Affairs

Appointment: Head Football Coach
Paul Shaffner, head coach of Division II Glenville State (West Virginia), has been named Buffalo State's fourth head football coach.

A West Virginia Intercollegiate Athletics Conference Coach of the Year, Shaffner led the Pioneers to a championship two years after he began as coach of Glenville in 2000. Off the field, he helped establish academic integrity as the team's overall grade point average rose from 1.9 to above 2.5.

"We are pleased to have a person of Paul Shaffner's caliber join us as head football coach," said President Muriel A. Howard. "With a record of effective leadership, we are sure he can provide the kind of direction that will enable our football program to excel."

With more than 20 years' experience in college football, Shaffner began his coaching career as the defensive coordinator at Division III Maine Maritime Academy from 1983 through 1985.

He spent the next two years as a graduate assistant coach on Joe Paterno's staff at Pennsylvania State University and enjoyed a Division I National Championship in his first season with a Fiesta Bowl victory over the University of Miami.

He also served as an assistant coach and defensive coordinator at Division I-AA Lafayette College in Easton, Pennsylvania, from 1988 to 1999, where he helped his team to two Patriot League championships and a Colonial League title.

Jerry Boyes, Buffalo State's director of intercollegiate athletics, said, "We had a very strong pool of candidates, but Paul separated himself as the best fit for our program. He has a proven record of success and has demonstrated a vested interest in his student-athletes on and off the field. We're very excited to have Paul as our new football coach and excited about the future of Buffalo State football."

Hal D. Payne, vice president for student affairs, added, "We are confident that director Jerry Boyes and coach Paul Shaffner, both of whom hail from the same football tradition, are the right combination for Buffalo State College."

A 1982 graduate of Ithaca College, where he earned both a bachelor and a master of science degree in physical education, Shaffner served as a co-captain at center and played on the 1979 NCAA Division III National Championship team and 1980 national runner-up squad for the Bombers. He won the Sebring Memorial Award his senior year as the top scholar-athlete.

"I'm delighted to be returning to Buffalo and Western New York," said Shaffner, a native of Lancaster. "But I'm most excited about the opportunity to take a football program, one that I have great respect for, and begin its climb back as an elite Division III program."
