Sabre Update

SABRE Update
The SABRE Student System will continue to allow students to register for classes, get onto waitlists, and drop themselves from either courses or waitlists for the fall 2003 semester until 8:00 p.m. Friday, August 29. Electronic waitlists continue to be used to allow students to enroll in courses on an equitable basis. During the week of September 9, students, faculty, and staff will have opportunities to comment on the SABRE System via an online survey.

Help for faculty and staff continues to be available at 878-3434 and sabresupport@buffalostate.edu. Help for students continues to be available at 878-4811 and studentsabre@buffalostate.edu. Academic Convocation
Please place Academic Convocation on your calendars for Thursday, September 18 at 12:15 p.m. in Rockwell Hall Auditorium. Convocation is an important tradition on our campus, the time when we celebrate learning and excellence in commencing a new academic year. This year's Bonnie and Vern L. Bullough Academic Convocation Address will be given by Peter Salins, SUNY provost and vice chancellor for academic affairs.

E. H. Butler Library News

  • Academic Search Premier, the library's newest database, provides thousands of scholarly full-text articles on a diverse range of topics.

  • In response to requests from students, faculty, and staff, the library has designated the northwest quadrant of the second floor as Butler Library's Quiet Quad. This area of the library will be a noise-free study zone.

  • The new Curriculum Materials Lab, now located on the first floor at the bottom of the ramp, features circulating textbooks and easier access to preschool, elementary, and secondary-level books.

  • Microforms have been relocated to the second floor.

2002–2003 UUP Discretionary Salary Increase Process
In accordance with the UUP Agreement, a 1 percent pool has been established for distribution of discretionary salary increases. All employees in the UUP bargaining unit (faculty, librarians, and professional staff) on the payroll as of June 30, 2003, are eligible for discretionary salary increase consideration.

Winter Pause 2003–2004: Saving Energy for Tomorrow
Buffalo State College will limit campus operations from the close of business Tuesday, December 23, 2003, through the beginning of business Monday, January 5, 2004. During this time, employees may elect to use leave accruals (annual leave or personal leave) for days that are not state holidays, and departments may remain closed. State holidays are December 25 and January 1. Details regarding this year's Winter Pause will be published at a later date. The college administration thanks all campus employees, as well as others who may be inconvenienced by limited operations and services, for their cooperation in helping us to conserve energy and save resources.

All other employees may arrange with their supervisors to take off Election Day and Lincoln's Birthday or, if required to work (classes are in session), take another day off in the future before the holiday recurs.

Guidelines for Maintaining the Security, Confidentiality, and Integrity of Customer Information
In compliance with the Gramm-Leach-Bliley Act and the rules promulgated therein by the Federal Trade Commission, Buffalo State College requires that all employees receive the following guidelines to ensure the security and confidentiality of customer records and information:

Control access to rooms and file cabinets where paper records are kept:

  • All doors to office areas must be locked during nonbusiness hours.
  • Work areas where customer information is processed must be behind locked doors or otherwise secured during business hours.
  • Guests should be escorted in areas where customer information is being processed.
  • Guests should be restricted to areas that do not have customer information in plain view. Conversely, customer information should be kept out of areas accessible to students and the public.
  • File cabinets used to store customer information must be secured in locked areas.
  • The fireproof cabinets used to store promissory notes must be locked during nonbusiness hours.
  • Records containing customer information are to be retained only as long as they are valid, useful, and required to be retained. When no longer needed, paper, microfilm, and microfiche records must be destroyed by shredding. Electronic records must be destroyed according to current guidelines available from Computing and Technology Services. Retention guidelines are available at the Campus Services and Facilities Office.

Control access to information stored electronically:

  • Workstations should be behind locked doors or otherwise secured.
  • "Minimize" any windows not in use, to prevent inadvertent breaches.
  • Employees are encouraged to password protect their workstations when not in use.
  • Employees should use strong passwords for all systems (at least eight characters, alphanumeric).
  • Employees should change their passwords every 60 days or less.
  • Employees must not post passwords on or near their computers.
  • Access to student and employee records systems will be granted only to those employees whose job duties require them to access customer information.

Protect our customers' information:

  • Employees should respond to requests for customer information in accordance with the Family Educational Rights and Privacy Act (FERPA). FERPA questions or potential violations should be referred to the Registrar's Office.
  • Refer to the appropriate security policies as needed to ensure compliance.
  • Employees must report any fraudulent attempts to obtain customer information to management, who should then report the attempt to the Vice President for Finance and Management's Office.

Buffalo State College Policy on Smoking
Preamble
The New York State Clean Indoor Air Act became effective on July 24, 2003. This law, which amends Public Health Law Article 13-E (Regulation of Smoking in Certain Public Areas), requires every employer in the state to provide smoke-free work areas for all employees in the workplace.

Policy
In accordance with the New York State Clean Indoor Air Act, the college policy on smoking, in effect since January 5, 1990, was revised effective July 24, 2003. It is the college's policy to comply with all sections of this act and, therefore, smoking is prohibited in all college buildings and vehicles.

Exceptions
The vice president for student affairs designates smoking/nonsmoking areas in residential areas of the residence halls. Currently, smoking is permitted in student bedrooms if all residents of the room agree. All other residential areas are designated as nonsmoking by the state and the college.

Compliance
It is the responsibility of all members of the college community to observe this smoking policy. Since the college is legally responsible for compliance with this state law, the following enforcement system will be used if necessary.

The person with direct supervision of an area is responsible for requesting compliance. If a person refuses to stop smoking in a nonsmoking area, after receiving such a request, University Police will be notified. University Police will assess the situation and, if necessary, complete a State Incident Report (SIR).

Copies of the SIR will be sent to the Environmental Health and Safety Office and as follows:

  • Students: A copy is forwarded to the Student Judicial System for review and action.
  • Faculty/Staff: A copy is forwarded to the individual's supervisor, who will be responsible for speaking to the individual and his/her violation of college policy. Violations of the college policy may result in disciplinary action pursuant to applicable collective bargaining agreements.
  • Visitors/Guests: In the event of noncompliance, University Police will be notified and will take appropriate action.
