From the Provost and Vice President for Academic Affairs

Appointments
I am pleased to announce that Carolyn Martino has accepted the position of staff assistant to the provost, succeeding Judith Stolzman, who has served the college with great distinction. Martino comes to Buffalo State from Cardinal O'Hara High School, where she served as administrative assistant to the principal.

In spring 2001, Wanda Davis, associate professor of educational foundations, will assume the post of associate vice president for undergraduate studies. Davis is on sabbatical this semester, completing the manuscript for her book on historically black colleges and universities in the antebellum period of American history.

Ralph Wahlstrom, assistant professor of English, has been appointed director of writing for Buffalo State College, effective September 1. He is responsible for all matters related to the freshman writing program and for developing initiatives to enhance writing instruction. Wahlstrom remains a member of the English Department and will work closely with personnel from English to accomplish goals related to improving Buffalo State students' writing in a variety of ways.

College Policy on Religious Observances
The Buffalo State College policy on religious observances prohibits administering evaluative examinations on Rosh Hashanah (Tuesday, September 18) and Yom Kippur (Thursday, September 27). Rosh Hashanah marks the beginning of the 10-day observance of penitence, which concludes on Yom Kippur. Yom Kippur, the Jewish Day of Atonement, is the most solemn Jewish holy day, devoted to prayer, fasting, and repentance. Both holy days begin at sunset the previous day. Any student who is unable, because of his or her religious beliefs, to attend classes on these days shall be excused from any examination or study or work requirements.

From the Vice President for Finance and Management

Bookstore Grand Opening
The Barnes & Noble at Buffalo State Bookstore will celebrate its grand opening from 11:00 a.m. to 4:00 p.m. Thursday, September 13 in the lower main level of the Campbell Student Union. Wendy Paterson, associate professor of elementary education and reading, will sign copies of her book Unbroken Homes from 2:00 to 3:30 p.m. Refreshments will be served.

Surplus Property
The Business Services Office has surplus cabinets, computer tables, credenzas, desks, drafting tables, file cabinets, and other items available for departmental use. To claim an item or inquire about something not listed, contact Richard Saddleson, director of business services and property control, Clinton Center 209, ext. 6835.

Honoraria
The New York State Ethics Commission defines an honorarium as a payment, fee, or other compensation to a state employee for services rendered by the employee that are not related to the employee's official duties. If such service is performed during a state employee's workday, he or she must charge accrued leave (other than sick leave).

If services performed are related to the employee's official duties, the service is not considered an honorarium and should be compensated through payroll.

In addition, employees must adhere to Public Officers Law, Section 73.4(a), which states that no state employee shall sell goods or services having a value in excess of $25 to any state agency unless such goods or services are provided pursuant to an award or contract let after public notice and competitive bidding.

Fire Evacuation Drill Schedule
In compliance with New York State Education Law, Section 807, fire evacuation drills will be held in various buildings September 10–14. Department heads and/or faculty chairs will be responsible for complete evacuation of areas under their control.

Procedure for Occupants

  1. When alarm sounds, proceed by the most direct means, in keeping with equitable distribution of traffic, to the nearest exit and stand at least 25 yards outside the building.
  2. Leave lights on.
  3. Close all doors.
  4. Turn off room fans; leave hood fans on.
  5. Turn off all electrical and gas appliances.
  6. Close doors to corridors; in the event of actual fire, leave doors in immediate areas unlocked.
  7. Reenter building when "all clear" is announced by authorized personnel.

Exceptions to Evacuation during Drills Only

  1. Those involved in critical experiments or lab processes that cannot be left unattended may remain in the building.
  2. Those using wheelchairs or crutches may remain in the building; however, one able-bodied person who would be responsible for said persons also is required to remain should evacuation become necessary.

A minimum amount of extra time will be needed during drills to examine all fire-safety equipment for proper operation.

Senate Standing Committees
The College Senate always needs faculty and staff representation on its standing committees. Below are the names of committees and brief descriptions of their basic missions. If you wish to serve on a committee for the 2001–2002 academic year, please print this form and return it to the College Senate Office, Cleveland Hall 417C.

Curriculum
Receives, reviews, and recommends approval or nonapproval of all courses and programs offered by the college, consistent with senate policies and procedures.

Instruction and Research
Concerns itself with aspects of policy that relate to the improvement of instruction and the development of services and resources necessary to carry out or enhance instruction and research.

Standards for Students
Reviews and recommends policies dealing with admission, readmission, retention, and probation, as well as with the graduation standards for undergraduate and graduate students.

Professional Welfare
Responsible for matters concerning faculty and staff welfare and well-being.

Budget and Staff Allocation
Gathers, analyzes, and recommends criteria for all data and policies needed to determine budget and staff allocations.

Bylaws and Elections
Conducts necessary elections provided for in the bylaws to ensure proper representation on the College Senate. Recommends changes in the bylaws designed to facilitate the democratic governance of the college.

Student Welfare
Examines matters and recommends policy concerning aspects of student life.

Academic Plan
Assumes leadership in the intermediate- and long-range planning of the overall academic function of the college. Areas include the mission of the college, master plan, regionalism, enrollment projections, and accreditation.

Academic Services
Recommends policies designed to make academic support services more useful and available to academic programs.

International Education
Develops the content of overseas academic and faculty exchange programs and makes recommendations regarding admission of and services to foreign students attending Buffalo State.
