From the Provost and Vice President for Academic Affairs

Accreditation
I am pleased to announce that the Technology Department's programs in electrical engineering technology and mechanical engineering technology have been fully reaccredited by the Technology Accreditation Commission (TAC) of the Accreditation Board for Engineering and Technology (ABET). Dean King and I are grateful to the leadership team in the department, especially Stephen Andre and David Kukulka, under the leadership of department chair Peter Pawlik, for preparing the self-study and for making the site arrangements for the visiting team.

An academic goal of the college is to achieve 100 percent accreditation of its eligible programs. The Faculty of Applied Science and Education (FASE) has 25 such programs with an astounding 92 percent accreditation. FASE leads the college drive and has been working hard, together with four departments each in the Faculties of Natural and Social Sciences and Arts and Humanities, to prepare for reaccreditation from the National Council for Accreditation of Teacher Education (NCATE), an extraordinary effort ably coordinated by Linda Gleckel of the Exceptional Education Department, under the supervision of Dean King.

New College-Based Transition Program
Buffalo State College, the Buffalo Public Schools, and People Inc. have launched a new partnership to meet the needs for alternative programs for post–high school students (ages 18–21) with developmental disabilities.

Public schools, which are expected to provide programming in the least restrictive, age-appropriate environment for students with disabilities, find that choices for students who have been in an inclusive setting for 12 years of public school are limited once graduation time arrives. One solution is to offer a "postsecondary" transition setting that allows students to continue their education with their peers in a college setting.

In a unique and progressive partnership, Buffalo State College is recognizing higher education's need to stay connected to current educational practices, while offering a setting that provides students with disabilities the opportunities to continue their learning on a college campus as part of their transition to adulthood. As educators, we believe there is much to be learned from this new relationship, which is expected to benefit not only our new postsecondary life transition students, but also Buffalo State education graduates.

The program is operating out of Bulger Communication Center 200 and is currently coordinated by Mary Lou Vaughan of the Buffalo Public Schools, with Richard Lee, associate dean of applied science and education, acting as college liaison. People Inc. will join the project later this semester.

This year, Veterans Day falls on Sunday, November 11 and will be observed Monday, November 12. Classes are in session, but most administrative offices will be closed or minimally staffed.

From the Vice President for Student Affairs

SEFA/United Way and the September 11 Fund
Many state employees have asked if they can designate their SEFA gift to the September 11 Fund. Because the fund is not an agency but a program, regulations do not permit its admittance to the campaign. The regulatory agency for SEFA, the Office of General Services, has suggested the following:

  • The fund should not be viewed as a substitute for a SEFA donation. It is intended to provide a vehicle for all New Yorkers to help out in a disaster situation.
  • Disaster-services agencies are already in the campaign, and designations to those agencies support current and future disaster services.

The United Way of Buffalo and Erie County has supplied the following information:

During the recent tragedy, Crisis Services saw a 30 percent increase in calls from individuals affected by the events of September 11; the Life Transitions Center responded to local businesses that experienced the loss of employees in the World Trade Center; Child & Family Services offered free counseling to individuals and families trying to deal with the tragedy and explain it to their children; the Salvation Army sent employees with an emergency food and aid vehicle to New York City to help victims and rescue workers; and the American Red Cross opened multiple blood centers to collect blood, assisted families looking for missing loved ones, and assisted individuals who couldn't get home because of transportation or border shutdowns.

A donation to the United Way of Buffalo and Erie County Community Care Fund would continue support for the work of these and other local agencies. The United Way of Buffalo and Erie County code number is 57600.

Graduate School Fair
The Career Development Center is pleased to announce Buffalo State's 12th annual Graduate School Fair from 11:00 a.m. to 2:00 p.m. Tuesday, October 2 in the Campbell Student Union lobby.

Graduate school is fast becoming a more attractive option for students. The Western New York Graduate School Fair gives students interested in furthering their education an opportunity to learn about graduate and professional programs in the area. Representatives from Western New York's colleges and universities, including Buffalo State, will be available to speak with students.

This event is cosponsored by the Career Development Center and the Auxiliary Services Grant Allocation Committee.

Homecoming 2001: A Buffalo State Odyssey takes place September 24–29. This annual program includes such traditional events as the King and Queen Pageant, pep rally, and parade. Athletics Hall of Fame Induction Ceremony
The 17th annual Buffalo State Athletics Hall of Fame Induction Ceremony will be held Saturday, September 29. A cash-bar cocktail reception at 4:45 p.m. in the Hall of Fame lobby of the Sports Arena precedes the formal induction of new members at 6:00 p.m.

The cost is $15 per person. Please make reservations through Gail F. Maloney, senior associate director of athletics, at ext. 6515.

This year's inductees are Paul B. Burke ('79, soccer), Nate Gainey ('93, basketball), James W. Hughes, Ed.D. ('60, cross-country, track), Deanna Hunt ('97, softball, volleyball), and honorary member Anthony Sartori (former athletic trainer).

From the Senior Adviser to the President for Equity and Campus Diversity

College Policy Statement on Sexual Orientation
New York State Policy
Executive Order 28, signed by Gov. Mario Cuomo on November 18, 1983, states:

  • No state agency or department shall discriminate against an applicant or employee because of sexual orientation. An agency or department shall be deemed to have engaged in such a prohibited employment practice if it refuses to hire, appoint, promote, retain, train, grant permanent appointment, or assign work, or engages in other conduct which otherwise adversely affects the employment opportunity of applicants or employees, on the basis of the sexual orientation of the employee or applicant.
  • No state agency or department shall discriminate on the basis of sexual orientation against any individual in the provision of any services or benefits by such state agency or department.
  • Harassment on the basis of sexual orientation will not be countenanced within the state service in the employee relationship.

Buffalo State College Policy
It is the policy of Buffalo State College and the SUNY Board of Trustees that no discrimination against or harassment of individuals will occur on any of the campuses or in the programs or activities of the university. Consistent with the policy, the college expects that all judgments about and actions toward students and employees will be based solely on qualifications, abilities, and performance. Attitudes, practices, and preferences of individuals that are especially personal in nature, such as private expressions or sexual orientation, are unrelated to performance and provide no basis for judgment. The college expects all employees and students to take appropriate action to implement this policy of fair treatment.

Assistance
Buffalo State will take affirmative action to protect persons from judgments related to sexual orientation. Persons who believe that this policy has been violated have the right to complain and are encouraged to discuss the complaint with the appropriate college official.

Resolution of internal complaints will be handled using the Buffalo State College Grievance Procedure for the Review of Allegations of Unlawful Discrimination. Persons choosing to use external agencies may file with the Division of Human Rights, Executive Order 28.1 Enforcement Unit. In determining whether alleged conduct constitutes a prohibited employment practice, the Governor's Office of Employee Relations (OER) will investigate cases of discrimination relating to sexual orientation, as well as the guidelines and procedures for redress.

Any employee or student who feels discriminated against based on sexual orientation may contact Dolores E. Battle, senior adviser to the president for equity and campus diversity, Cleveland Hall 415 or ext. 6210.

The next College Senate meeting will be Friday, October 19. Subsequent meetings are scheduled for Friday, November 9 and Friday, December 14. All will be held at 3:00 p.m. in E. H. Butler Library 210.

The following course has been received in the College Senate Office and will be forwarded to the Curriculum Committee for review and approval:

TED 100 Introduction to Technology Education. An introduction to technology education for students considering careers as public technology teachers. Provides information relating to core issues such as the New York State Learning Standards and contemporary ideas and practices in the technology classroom. Introduces students to and prepares them for the field-service requirement. Required of all first-year technology education majors.

The following courses and program have been approved by the Curriculum Committee and will be forwarded to the president for final review and approval:
