Auxiliary Services Grant Allocation Committee
I am pleased to announce that the following individuals will serve on the Auxiliary Services Grant Allocation Committee (GAC):

James Haynes, chair; Janet Reed, elected arts and humanities representative; Lisa Brooks, elected natural and social sciences representative; Anthony Hotchkiss, elected applied science and education representative; Dennis Pfaffenbach, elected Professional Staff Caucus representative; Nancy Giardino, elected librarian representative; Scott Peasland, Carl Burke, and Eric Maldanado, elected undergraduate student representatives; Rita Jimenez, elected graduate student representative; and Fred Cabrera and Salvadora (Sally) Polius, nominated college organization student representatives, also appointed by the president.

The GAC is charged with soliciting and reviewing proposals for campus programs and activities, and for distributing funds allocated to support them, with the goal of enriching the intellectual, social, and cultural needs of the Buffalo State community.



Strategic Planning Process
The Buffalo State College strategic planning process was officially launched on October 18 with an orientation for the campus community. Dr. John Moore, president emeritus of Indiana State University, who will be advising the president on strategic planning, visited the campus to gather information from various college constituencies and to propose a framework for the strategic planning process. He posed a number of critical planning questions when he interviewed several small constituent groups of five to six members. On October 19, Dr. Moore presented a summary of the meetings and his suggestions to a group of campus constituents.

From the Provost and Vice President for Academic Affairs

TIP Challenge Grants
Given their success over the past three years, the Transformative Technology Initiatives to Invigorate Instructional Practices (TIP) Challenge Grants will be funded for the 2001–2002 academic year. TIP activities are designed to achieve two broad goals: first, to comply with Buffalo State's mission and institutional priorities, and second, to create an open budgetary process that allows for more input in advance of expenditures, provides rationale for choice of expenditures, and increases accountability through a public evaluation process.

All members of the campus community are eligible for funding. TIP will fund several projects, with funds totaling $25,000, during the spring 2002 semester, based upon the following criteria:

  • Projects must be collaborative, not individual. Projects developed by individuals from different areas of campus (e.g., cross-departmental, faculty/staff/students with common interests) will be given higher scores in the evaluation process than projects developed by members of a single department.
  • TIP grants can be used for desktop hardware and software, conference hosting, speaker and consultation fees, and student support, but not extra service or individual travel expenses.
  • Projects that received funding in the past will be considered only after new proposals are funded.

All funded participants will be expected to participate in the fourth annual Technology Celebration during the spring semester.

From the Vice President for Finance and Management

Burchfield's November Storm
Mr. and Mrs. Sherlock A. Herrick Jr. of East Aurora have donated Charles E. Burchfield's 1950 watercolor November Storm to the Burchfield-Penney Art Center.

The painting will be on view December 9–March 24 as part of the November Storm exhibition, which will include other works from the Burchfield-Penney collection and loaned works that feature storms and autumn-to-winter transitions. Buffalo State faculty and staff are welcome to attend the members' preview reception from 2:00 to 4:00 p.m. Sunday, December 9. The reception is scheduled to coincide with the Burchfield-Penney's 35th anniversary.

Individual Development Awards
The State of New York/United University Professions Joint Labor-Management Committees have announced the allocation of funds for Individual Development Awards for September 1, 2001–August 31, 2002. This program is intended to assist employees in the UUP bargaining unit in developing their full professional potential and in preparing for advancement by funding professional development activities. The maximum award amount is $1,000 ($5,000 when salary for a replacement is required).

The total amount to be distributed at Buffalo State is $30,782.

The Individual Development Award Committee will review applications, taking into consideration whether proposed activities will enable applicants to meet one or more of the criteria (a–e) specified in Article XII, Title A, B, or C, of the Policies of the Board of Trustees concerning employees' evaluation and promotion. The campus committee will give preference to part-time employees for a minimum of 15 percent of the available funds if sufficient applications are received.

Only one application will be accepted, and only one project or activity may be funded, per employee.

Award Period
The award period covers professional development activities commenced on or after September 1, 2001, and completed on or before August 31, 2002.

This is the third of three anticipated award periods, each one year in length.

Eligibility Requirements
Full-time employees must be in the UUP bargaining unit at the time of the award and during the dates of the proposed project. Full-time employees who accrue annual leave will not be required to charge credits for any activities funded by Individual Development Awards.

Part-time employees who meet the eligibility requirements for 26-week coverage for health benefits will have the same eligibility for Individual Development Awards. Part-time employees who are eligible for health benefits during the summer also are eligible for funding for activities that occur during the summer, whether or not they are on the payroll.

Examples of Projects or Activities
Projects or activities must fall within the following categories:

  • Basic, applied, or historical research.
  • Curricular or instructional material development.
  • Workshop, seminar, internship, or coursework not covered by Contract Article 46 or SUNY tuition waiver.
  • Conference participation or attendance.
  • Preparation of material for publication.
  • Grant-proposal development.
  • Professional reading or independent study.
  • Other work-related professional development projects or activities.

Types of Support

  • Registration fee(s) for conference or workshop.
  • Consumable supplies (paper, pens, postage, etc.).
  • Nonconsumable supplies, e.g., books, software, etc. (Any nonconsumable supplies purchased with Individual Development Award funds become the property of the State of New York/State University of New York.)
  • Travel and related expenses (includes lodging and meals).
  • Research support (e.g., computer time, network access or support, clerical support).
  • Equipment lease or purchase. (Any equipment purchased with Individual Development Award funds becomes the property of the State of New York/State University of New York.)
  • Tuition and course-related supplies. The maximum allowance for tuition is the SUNY rate at the time of application (currently $137 per undergraduate credit or $213 per graduate credit).
  • Salary for a replacement (up to $4,000, not to exceed the recipient's salary).

All funding requests must conform to the State Comptroller's Rules and Regulations and limitations contained therein. Specific questions about travel and other reimbursement information should be addressed to the Accounting Office, Cleveland Hall 414. Additional justification for specific items may be requested.

Funding Priorities

  • Faculty or staff presenting a research paper, poster, or juried exhibition.
  • Faculty in fields with rapidly changing technology attending workshops/conferences to keep skills current.
  • Job-related skill development/enhancement workshops or training institutes.
  • Continuing education related to licensure or job-related credentials.
  • Proportional distribution between faculty, professionals, and librarians; previous awards. (Faculty/staff who received awards in the last round will receive lower priority.)
  • Part-time set aside.

Application Procedure
Applications must be received by the Individual Development Award Committee, in care of the Equity and Campus Diversity Office, Cleveland Hall 415, by 5:00 p.m. Friday, February 1, 2002. Applications and guidelines are available online at www.buffalostate.edu/offices/hr/ida.htm or in the Equity and Campus Diversity Office.

Along with the completed application, applicants must submit the following:

  • An updated, brief curriculum vitae.
  • A list of any other grant support for project or activity, including the amount of such support.
  • A brochure, announcement, or other relevant material describing the program and costs. (If material is not yet available, please send information as soon as possible.)
  • Any other supporting documentation.
Notification of Awards
Applicants will be notified of award decisions by March 29, 2002.

Reimbursement Procedure
Reimbursement of actual expenditures will be handled through the Accounting Office, Cleveland Hall 414, and must comply with the State Comptroller's Rules and Regulations and limitations contained therein. Questions regarding rates of reimbursement should be directed to the Accounting Office. Award recipients must submit New York State vouchers and original receipts within 30 days of the completion of the project or activity, or within 30 days of award notification if the funded project or activity has already been completed. Award recipients who are unable to complete a project as planned must notify the Individual Development Award Committee as soon as possible. Failure to notify the committee may result in the applicant's ineligibility for future awards. Vouchers and receipts not submitted in a timely manner will result in forfeiture of entitlement to reimbursement. All funds must be spent by August 30, 2002.

Campuswide E-mail
Increased use of the faculty/staff e-mail distribution list has strained server resources, at times to a point of disk overload that has resulted in many hours of labor to resolve. So that we may continue to make the distribution list available, we ask all users to respect the following guidelines:

  • Campuswide e-mail should be limited to previously unannounced, official news of general interest whose urgency precludes its appearance in the Bulletin. The online events calendar (www.buffalostate.edu/calendars) and weekly Bulletin are the preferred modes of electronic communication for campuswide announcements and events.
  • Users are urged to avoid superfluous or redundant messages.
  • Messages should consist of simple text with no formatting (e.g., colored fonts, large fonts, backgrounds, wallpapers, or images).
  • Messages should be limited to 250 words.
  • Messages should not include attachments. Some users cannot view attachments, and attachments clog the system.

We urge faculty and staff members to use the online events calendar in lieu of campuswide e-mail. An online form to submit calendar events is available at www.buffalostate.edu/calendars/login.asp. A reminder to check the calendar, along with a direct link to it, is included in the Bulletin-posting announcement each Thursday.

Pan-American Centennial Lecture
"A Picturesque Ensemble: Sculpture at the Pan-American Exposition" by Michael Horning of the Buffalo and Erie County Historical Society will take place at 10:00 a.m. Wednesday, November 14 in the Campbell Student Union Assembly Hall.

Using images from the society's archives, Horning will examine individual works and describe how they created a picturesque ensemble revealing the ideals of American sculpture at the turn of the century. The event, cosponsored by the Associate Vice President for Student Affairs and Dean of Students Office, and the International Student Affairs Office, is free and open to the public. Call for Nominations: Undergraduate Student Awards
President's Medal for Outstanding Undergraduate Student
An outstanding senior will be honored with the President's Medal at this year's commencement ceremonies on Saturday, May 11. This award recognizes an outstanding member of the senior class who has demonstrated excellence in the areas of achievement, citizenship, leadership, and community service.

Faculty and staff may nominate a graduating senior for consideration. Selection criteria include:

  1. Academic achievement measured by grade point average, rank in class, research, and other scholarly projects.
  2. Citizenship/college and community service measured by the quality of extracurricular involvement.
  3. Leadership/creativity, potential for future achievement measured by the student's record, recommendations, and a personal interview.

SUNY Chancellor's Award for Student Excellence
SUNY Chancellor Robert L. King presents the Chancellor's Award for Student Excellence at a spring ceremony in Albany. The Chancellor's Award recipient(s) from Buffalo State also will be recognized at commencement ceremonies on Saturday, May 11.

Nominations are being sought for these awards. Candidates must be graduating seniors who have best demonstrated and been recognized for the integration of academic excellence with other aspects of their lives, including athletics, community service, creative and performing arts, entrepreneurship, leadership, or career achievement. Only undergraduate students graduating during the 2001–2002 academic year will be considered.

The nomination form for both awards is available here and from department chairs and directors. Nominations and supporting documentation must be forwarded to Phillip Santa Maria, associate vice president for student affairs and dean of students, Campbell Student Union 306, by Friday, November 30.

Graduate President's Medal and Chancellor's Award for Student Excellence recipients are selected in a separate process, administered by the Graduate Studies and Research Office.
