From the President

Welcome Back
Welcome back for the spring 2002 semester! The semester, which culminates with commencement, the most important ceremony of our academic year, unfolds at a faster pace and with a different sense of urgency than the fall term. In addition, this year the tragic and unexpected international events of the fall term continue to resonate in the new year. We live in a different world, and at Buffalo State College, these historic changes imbue our mission to inspire a lifelong passion for learning and to empower a diverse population of students to succeed as citizens of a challenging world with a new sense of purpose. I hope we have all returned enthusiastic to meet this challenge with renewed vigor, rigor, and creativity.

This moment in our history also provides a compelling backdrop for our continued strategic planning effort. Building on our successful internal and external stakeholders conferences, this ongoing campuswide project will continue with two stakeholders conferences involving students. In addition, I will deliver my annual State of the College Address in a town-meeting format in February. I look forward to seeing many of you there and to seeing all of you at commencement.

I wish you happiness, peace, and intellectual inspiration in this new year!

From the Provost and Vice President for Academic Affairs

Distance Education
Buffalo State is committed to providing high-quality distance education programs. Toward that end, I am pleased to announce that I have appointed Richard Podemski, dean of graduate studies and research, to oversee coordination of graduate and undergraduate distance education programming. He will work closely with Maryruth Glogowski, director of E. H. Butler Library and interim director of Instructional Technology, and Melaine Kenyon, distance education coordinator, to ensure quality in our distance education offerings. These individuals will keep me apprised of needs to advance our efforts in this area.

I am further pleased to announce two new incentive programs to promote distance education offerings:

  1. Departments that seek to use distance education to serve student markets that have not traditionally been part of Buffalo State's student population (and hence, can generate new revenue) may apply for incentive-based funding to develop and implement distance education programs. A proposal describing the justification for the program, a financial plan with enrollment impact, cost of development, all operating costs, and other related factors should be submitted to the dean of graduate studies and research, Cleveland Hall 511.

  2. Faculty may receive a stipend of $1,000 to attend training designed to facilitate the development of distance education courses. The proposed distance education course must be either 100 percent online or a hybrid online/interactive video course. Faculty must participate in the training prior to teaching the class.

    1. 100 percent online courses—Participants must use Buffalo State College's Blackboard Course Management System or the SUNY Learning Network's Lotus Notes System.

      1. Blackboard—Beginning in summer 2002, training workshops will be held for two full weeks during the summer, and again during winter intersession. Attendance at every session during the two weeks is required.

      2. SUNY Learning Network—Faculty who propose to run a course through the SUNY Learning Network may apply for the stipend as compensation for attending the SLN training workshops (first time only) and putting up a course on SLN. Training begins April 2002. Some sessions are held off campus; faculty also must attend a portion of Buffalo State training and development workshop sessions during summer or winter.

    2. Hybrid courses—Participants must use Buffalo State's Blackboard Course Management System for the online portion (50 percent) of the course. The interactive video portion must be taught from one of Buffalo State's interactive video classrooms to students at another distance learning site.

The number of faculty members who are developing Web-based, Web-enhanced, and interactive video courses and programs is increasing rapidly, but quality is inconsistent. To ensure quality technical and student support services and efficient coordination of courses and programs, observation of the following Distance Education Program and Course Approval Policy is mandatory, effective immediately.

  1. Any proposal for a new distance education program or course, expansion of an existing distance education program to a new interactive video site, or cancellation of a program must be approved by the dean of graduate studies and research, Cleveland Hall 511.

  2. Faculty members who wish to convert existing courses to online or hybrid courses must apply for and attend the full two weeks of FAST Center distance education training and development workshops. Faculty may be eligible for the $1,000 stipend incentive described above.

  3. Because the campus has limited interactive video capacity, department or program chairs must consult with the distance education coordinator and receive approval from the dean of graduate studies and research in advance of implementing or changing programs or courses that use the campus's ISDN (integrated services digital network) or fiber network. Approval for expanding these programs to new sites will be based on expected revenue, the availability of campus and remote teaching sites, and an examination of the technical capacity of the proposed site(s) and costs.

Faculty and Staff Research and Creativity Symposium
Please reserve Tuesday, February 5 and Thursday, February 7 during Bengal Pause to attend the 2001–2002 Faculty and Staff Research and Creativity Symposium. Roughly 60 presentations and poster sessions will be offered during the two days. A program listing topics, presenters, brief abstracts, and a schedule of activities was mailed to all faculty and staff this week.

President Muriel Howard and Provost Gary Marotta will open the symposium at noon February 5 in the lobby of E. H. Butler Library. Refreshments will be served.

The following people served on the planning committee for this event: James Astrella, associate professor of design; Gina Game, administrative assistant, SUNY Research Foundation; Karen O'Quin, associate dean, Faculty of Natural and Social Sciences; Richard Podemski, dean of graduate studies and research; and Pamela Schuetze-Pizarro, assistant professor of psychology. Students are encouraged to attend. Please join us in celebrating the outstanding accomplishments of Buffalo State's faculty and staff.



President's Awards for Excellence
Monday, March 4 is the last day to submit nominations and supporting materials for President's Awards for Excellence in Teaching; Research, Scholarship, and Creativity; Librarianship; Academic Advisement; Service to the College; or the Advancement of Equity and Campus Diversity. Guidelines may be obtained from the Academic Affairs Office, Cleveland Hall 519, ext. 5903.

Individual Development Awards
Friday, February 1 is the deadline for applications for State of NY/UUP Individual Development Awards. This deadline applies to projects and activities conducted from September 1, 2001, to August 31, 2002. Submit applications to the Individual Development Award Committee, c/o the Equity and Campus Diversity Office, Cleveland Hall 415.

Tuition Assistance Deadline
The deadline to submit SUNY Employee Tuition Assistance Applications (B-140W) for the spring 2002 semester is Thursday, February 28. Contact the Human Resource Management Office, Cleveland Hall 410, ext. 4821, for guidelines and applications for this or other tuition assistance programs.



NYS Employees' Retirement System Seminars
Members of the New York State Employees' Retirement System (ERS) who are within five years of retirement are invited to attend a pre-retirement seminar. Seating is limited and will be reserved on a first-come, first-served basis.

  • Tier 3 and Tier 4 employees (those who joined ERS on or after July 27, 1976) attend Thursday, April 11. Register by Friday, February 22.
  • Tier 1 and Tier 2 employees (those who joined ERS on or before July 26, 1976) attend Friday, June 14 or Friday, June 21. Register by Friday, April 5.

The seminars will run from 9:00 a.m. to 4:00 p.m. in the Holiday Inn, 4600 Genesee Street, Cheektowaga. To attend, call the Human Resource Management Office at ext. 4821.

Retirement System Seminar, "Planning for Tomorrow—Today"
Tier 3 or Tier 4 members (those who joined ERS on or after July 27, 1976) of the Employees' Retirement System who are under age 50 are invited to attend the seminar "Planning for Tomorrow—Today" from 9:00 a.m. to 4:00 p.m. on one of the following days:

  • Friday, March 8 in the Holiday Inn, 4600 Genesee Street, Cheektowaga. Register as soon as possible.
  • Thursday, May 30 in the Radisson Hotel, 4243 Genesee Street, Cheektowaga. Register by Friday, April 5.

This financial-planning seminar will demonstrate the need for pre-retirement preparation and will provide information on how to adjust personal financial situations to reach retirement goals. Registration is required; call the Human Resource Management Office, ext. 4821.

The tags can be peeled back and affixed directly or slipped into standard clear name badges, available through Boise Cascade and other suppliers. These name tags replace those previously available from the College Relations Office.

Burchfield-Penney Exhibition: Signals from the Electronic Cloud
The Burchfield-Penney Art Center will present Signals from the Electronic Cloud: Recent Work from the IEA January 26 through April 7. The exhibition, which focuses on recent works from the Institute of Electronic Arts (IEA) at Alfred University, will include video projections, digital prints, and interactive computer and sound art by faculty members and those who have participated in the institute's highly acclaimed artist-in-residence program. Artifacts and historical objects significant to the development of the IEA and electronic media also will be included. Featured artists include IEA founding members Peer Bode, Jessie Shefrin, and Joe Scheer.

Bihr Earns 400th Victory
Buffalo State men's basketball coach Dick Bihr recorded his 400th career win January 12 in Potsdam with a 68-47 score. Bihr, who played for Buffalo State from 1965 to 1969, ranks 16th in the nation among active Division III coaches in wins, and 25th overall with a .701 winning percentage.
